On June 25, Henan province held a publicity event in Wen County, Jiaozuo on the theme of national land day, "Economize on intensive land use and strictly observe the red line of cultivated land". Wang Feng, a member of the party group and deputy director-general of the Natural Resources Department of Henan Province, said the main purpose of the campaign is to promote the extreme importance of conserving and intensive land use and protecting arable land, to focus on showing the effects of strengthening the protection and management of cultivated land in all parts of the province, and to fully publicize and show the strong practice of making good use of every inch of land and guarding every inch of cultivated land in Henan province, to guide and promote the public to further enhance the awareness of using land according to law, saving land and protecting cultivated land.

In recent years, Henan province has implemented the strictest land-saving system, adjusted its structure, made its stock viable, increased the input intensity of advanced factors of production per unit area, and improved the level of land-saving and intensive use, reduce the occupation of arable land from the source of land use. The mechanism of"Five links" was innovated, and the total amount of unused land was 205.75 million mu, and the total amount of idle land was 331.7 million mu, ranking first in China. The system of Housing Land Reclamation Coupons was innovated, and a total of 228,000 mu of housing land reclamation coupons were traded, raising 42.23 billion yuan for poverty alleviation and rural revitalization, ranking first in the country. The use of land per unit of GDP in the province continued to decline, falling by 22.35% during the 13th five-year plan period, achieving the 22% target set by the state, higher than the national average of 20% .

Henan province continues to improve the policy system for the protection of arable land, especially regarding illegal occupation of arable land as the first of the"Eight situations" explicitly prohibited, strictly implementing the party and government responsibility, the first time accountability, the farmland red line becomes the high-voltage line which can not be touched. Designated 10,964.61 million mu of arable land, permanent basic farmland 9838.05 million mu, should be divided into all, should be guaranteed, the successful completion of the state-issued targets and tasks. A long-term mechanism of"Plan, build, manage, supplement and protect" has been established to establish a new pattern of permanent basic farmland special protection with strong protection, effective construction and orderly management. Establishing a three-level balance guarantee system with county-level security as the main, city-level transfer as the auxiliary, and provincial-level overall planning as the supplement, so as to realize the balance of cultivated land occupation and compensation for 23 consecutive years, achieve"Occupy a fill one, occupy a superior fill optimal, occupy paddy field fill paddy field". We will strictly control the conversion of arable land into woodland, garden land, and other agricultural land and land for agricultural facilities, and ensure a balance between imports and exports. We will intensify efforts to investigate and rectify the problem of farmland loss, reverse the historical trend of net loss of arable land, and 2021 a net increase in arable land for the second consecutive year in 2022, increasing more than 600,000 mu of arable land.
